Higher education and accessibility in Norway

Abstract

Accessibility work in Norwegian higher education started in the early 1990’s. Prior to this, only a few Higher education institutions (HEIs) had any awareness about these topics. The accessibility work accelerated with a revised Higher Education Act in 2003 and is expected to improve still with the Anti-discrimination Act of 2009.

The responsibility for making education accessible to all students in Norway is shared between the HEIs, the State Educational Loan Fund and the public welfare system. This split responsibility is controversial and makes a slow-working system that students find difficult to maneuver within.

In 2003, the Ministry of Education initiated a National Coordinator for Accessibility to Higher Education in Norway. Today the office employs two people who work to promote accessibility and equal opportunities in the sector.
